Can a 17 year old work on a fishing boat?

just wondering could a 17 year old become a fisherman as such, i know that you would have to start at the bottom and work your way up, but would it be possible for them to get a job on a trawler or boat, and where are some good places to look at jobs and apply, hope anyone can help.
