Can shaving frequently and a young age stop the growth of facial hair?

I'm 15-years-young and I shave pretty much everyday or every other day. At first I shaved everyday because my face felt rough after a few hours and I didn't like that. But now I've noticed that my facial hair doesn't grow as fast and I no longer need to shave so frequently. Is this normal? Have I ruined the chance of having a nice mustache like the ones on t.v.? If I let it grow, will it come back looking like an old broom?
