What is this strange Snare Drum Sound effect Used By JoJo Mayer??

this instument is placed on top of a snare drum when played. It's black kevlar on top, and about 10" around and 1" deep, with small legs to keep it up off the surface it's played on. It's sounds like a marching drum, and is used for the dum n b effect.
