My Pioneer DVR 110D?

My Pioneer DVR110d has not worked since i bought it off some guy who advertised it in the Clifieds. He reckoned he bought it but never used it. When im looking at its region in Device Manager i see its encoded to region 2. I live in Australia, which im pretty sure is region 4. Is this the reason why discs arent being recognised? The actual drive appears in my computer and is installed instantly, but whenever i click on it just says, "insert disc".
